Dr Totis Kotsonis is a competition lawyer within Eversheds' competition team.
He has particular expertise in public procurement, state aid and regulatory law and is consistently recognised by leading legal directories as a Band 1 procurement expert. Chambers & Partners 2015 recently described Totis as: "Really excellent, a mega-brain who is always up to date on the most recent case law,""he is pragmatic but equally good with the academic side of things, and he tailors his response according to what you need." Totis regularly advises public authorities, utilities and contractors on the wide spectrum of issues that may arise in the context of public procurement, including on all aspects of the competitive dialogue procedure, framework agreements and litigation, as well as on compliance with EU state aid rules and other regulatory issues.
He has given advice in the context of major energy, transport and PPP projects in the UK and abroad including for the purposes of litigation proceedings. He has advised, among others, The Crown Estate, the Department for Transport, Ofwat (the UK Water Regulator); the Republic of Greece; as well as major utilities, infrastructure providers and construction companies.
Totis is a member of the editorial board of the Public Procurement Law Review and a regular speaker at conferences and contributor to the legal press and journals. His articles have been considered by the European Commission and the UK government and have been referred to by judicial authorities.
Totis is a member of the executive committee of the Procurement Lawyers' Association. He has a PhD from the London School of Economics and worked in another international law practice for 13 years before joining Eversheds in 2014.
